Drought affects all aspects of society, the environment, and the economy, directly and indirectly. Its multifaceted impact underscores the need for well-coordinated drought management, especially in mitigation efforts. Effective institutional coordination and communication are essential, enabling government agencies, stakeholders, and communities to work collaboratively. Such coordinated efforts promote the sharing of information, expertise, and resources, leading to stronger risk assessments, comprehensive drought management plans, enhanced community engagement, timely responses, and better preparedness. These guidelines were developed by the Food and Agriculture Organization of the United Nations (FAO), the Global Water Partnership (GWP), and the World Meteorological Organization (WMO) under the project “Enabling Activities for Implementing UNCCD COP Drought Decisions,” funded by the Global Environment Facility (GEF) and implemented in collaboration with the United Nations Convention to Combat Desertification (UNCCD) and other partners. The Guidelines are a stopgap knowledge product. It is prepared to establish a baseline for the theoretical and practical basis of institutional coordination mechanisms.
