Voluntary Local / Subnational Review Database

Since its launch in 2018, the interest and commitment of cities and regions to develop a Voluntary Local Review (VLR) or a Voluntary Subnational Review (VSR) to review their progress towards the Sustainable Development Goals (SDGs) gained significant global momentum. To date, over 300 VLRs have been published by more than 200 local and regional governments around the world. This growing engagement highlights the transformative potential of VLRs in advancing the implementation of the SDGs across all levels of governance.

The VLR Database offers access to over 200 VLRs that address themes relevant to FAO’s mandate. Users can explore the database by location, theme, year, and language, making it a valuable repository of local practices and insights from diverse contexts worldwide.

This guidance note for FAO Regional and Country Offices provides information on the importance of the follow-up and review process for the 2030 Agenda and the SDGs, including information about the gaps in the coverage of Voluntary National Reviews (VNRs) and recommendations on what needs to be strengthened to make VNRs meaningful instruments for the acceleration of the transition towards sustainable development pathways. It describes the process of the preparation of VNRs and what FAO Regional and Country Offices need to be aware and mindful of when providing support to national partners. It offers detailed how-to guidance on what needs to be achieved at each step of the preparation process and includes a set of questions to guide Regional and Country Offices in their work with national partners.
