System of Environmental-Economic Accounting for Agriculture Forestry and Fisheries

FAO publishes today the White Cover Version of the System of Environmental-Economic Accounting for Agriculture, Forestry and Fisheries (SEEA AFF). The SEEA AFF, led by FAO in coordination with UNSD, is the outcome of a transparent process, with wide involvement of member countries and the international statistical community. Initial work started in 2013, followed by two global consultations in 2013 and 2015. The final draft was submitted to the 47th Session of the UN Statistical Commission (UNSC) in March 2016. UNSC recognized the importance of developing dedicated environmental-economic accounts for Agriculture, Forestry and Fisheries, especially as a tool towards supporting countries to implement the 2030 Sustainable Development Agenda, and requested the UN Committee of Experts on Environmental-Economic Accounting (UNCEEA) to support its finalization.

The SEEA AFF was endorsed by the UNCEEA at its 11th meeting in June 2016, on behalf of the UNSC, as an Internationally Agreed Methodological Document in support of the SEEA CF. This White Cover version includes all final comments and guidance received through the Technical Committee of the UNCEEA, up to  the 12th meeting of the UNCEEA in 2017.

The UNSC supports the SEEA methodology as a standard for joint economic environmental analysis, including for the SDG process. The SEEA lends itself to natural capital accounting and estimation of ecosystem services. In fact, the SEEA AFF is used as a starting point by ongoing work at the EC JRC and the World Bank on ecosystem services evaluation.

FAO contributes its expertise towards a constructive dialogue on environmental-economic accounting with all interested parties.

Background

The System of Environmental-Economic Accounting for Agriculture, Forestry and Fisheries (SEEA-AFF) is a statistical framework that facilitates description and analysis of agriculture, forestry and fisheries as economic activities and their relationship with the environment. It extends to these primary sectors the environmental-economic structure and principles of the System of Environmental-Economic Accounting Central Framework (SEEA CF), an official UN statistical standard.

The SEEA-AFF defines core national accounting tables, easily integrated into synthetic view tables, provided as a basis for the measurement and reporting of information on physical and monetary assets and flows accounts on natural resource use, production, trade and consumption of food and other agricultural products. It thus offers countries a robust statistical structure for the development of agri-environmental indicators, including SDGs, which can be monitored in a transparent, coherent and internationally comparable manner.

The SEEA-AFF draft that was submitted to the 47th Session of the UN Statistical Commission (March 2016) is the final product of a series of country feasibility studies and expert consultations that span a period of two years, from 2013-2015, including two formal Global Consultation Processes under the aegis of the United Nations Statistics Division.

The UNSC recognized the importance of developing dedicated environmental-economic accounts for agriculture, forestry and fisheries, especially as a tool towards supporting countries implement the 2030 Sustainable Development Agenda.

The SEEA AFF was submitted to the 11th meeting of the UNCEEA (June 2016) and endorsed as an Internationally Agreed Methodological Document in support of the SEEA CF.
