What is PLACA?

The Platform of Latin American and the Caribbean for Climate Action on Agriculture (PLACA), launched at COP25, is the only platform in the region that focuses on fostering a collaborative network of knowledge sharing and capacity building to support ministries of agriculture in enhancing climate action towards fulfilling their commitments under the Paris Agreement.

PLACA, arises in response to the need of Latin America and the Caribbean (LAC) countries to a platform at the service of the Ministries of Agriculture to enhance interinstitutional exchange. The Platform is permanently open to all countries in the region for their integration.

The Platform accompanies and strengthens national agendas, providing tools, knowledge, and opportunities for regional cooperation that reinforce the leadership of the ministries of agriculture in climate action.

Currently, through its four self-learning online courses and its Virtual Training Program, the mechanism has trained more than 2,600 people, representing a 160% increase compared to the previous biennium. Likewise, more than 6,600 attendees have participated in the technical and high-level events organized by the Platform.

PLACA has also carried out regional studies, policy briefs, technical reports, and a glossary of terms on agriculture and climate change, in addition to promoting four regional competitions that have revealed more than 200 low-cost technological solutions for climate action in 21 countries in Latin America and the Caribbean. All of these products are public goods at the service of the countries in the region.

Thematic Working Groups

PLACA is articulated on the basis of the joint work of four Thematic Working Groups (TWGs), which, through monthly meetings, promote a collaborative and interdisciplinary regional ecosystem focused on strengthening the technical capacities of the professionals that make up this network. The TWGs are spaces for the exchange of information, standardizing methodologies, sharing experiences, and addressing the intersection of agriculture and climate change.

  • Adaptation and mitigation: Contributes to climate change adaptation and mitigation actions within the scope of sustainable agricultural development that guarantees food security.
  • Public policies: Articulates knowledge and opportunities to strengthen the development and public policy strategies for climate change and agriculture, in order to support resilience and challenges in the agricultural sector of PLACA member countries.
  • Knowledge management: Shares and transfer knowledge through innovative options to strengthen the technical capacities of producers and professionals in the agricultural sector, in order to support resilience building and address the impacts and challenges of climate change in the agricultural sector in PLACA countries.
  • Research, development and technological innovation: Coordinates and promotes mechanisms for collaboration, the exchange of experiences and individual or coordinated efforts for innovation and scientific and technological dissemination among the countries of LAC, in order to address the effects of climate change and climate variability with a view to promoting sustainable, efficient and resilient agriculture.
