Global Biodiversity Framework Target 2 Help Desk
Practical support for implementing, monitoring and reporting ecosystem restoration under Target 2 of the Kunming-Montreal Global Biodiversity Framework (GBF).
The GBF Target 2 Help Desk brings together guidance, tools, data resources, learning opportunities and technical support developed through collaboration among countries, the Secretariat of the Convention on Biological Diversity (CBD), FAO, technical partners, regional and subregional support centres, Indigenous Peoples and local communities, and civil society.
It is designed as a practical entry point for national focal points, government technical teams, practitioners and partners working to translate restoration commitments into measurable, transparent and nationally owned progress.
Target 2 at a glance
TARGET 2
Ensure that by 2030 at least 30 per cent of areas of degraded terrestrial, inland water, and coastal and marine ecosystems are under effective restoration, in order to enhance biodiversity and ecosystem functions and services, ecological integrity and connectivity.
Target 2 establishes a shared global commitment to scale up effective ecosystem restoration across all ecosystem types by 2030. Progress is monitored through headline indicator 2.1, Area under restoration, together with the suggested disaggregation, as well as component and complementary indicators that provide additional information on ecosystem condition, degradation, and restoration outcomes.
The target recognizes that restoration is a long-term process. It does not require ecosystems to be fully restored by 2030. It requires effective restoration to be underway, supported by clear objectives, appropriate resources, implementation arrangements, and monitoring over time.

A country-led approach
Countries remain responsible for their national monitoring and reporting processes. Global guidance, FERM and default data are intended to complement national systems, reduce duplication and support comparability - not to replace national information or decision-making.
National focal points and relevant institutions determine which data are suitable for national reporting, carry out quality assurance and quality control, and decide how national and other available sources should be used.
How support is coordinated
Target 2 support is delivered through a partnership approach. FAO serves as the responsible agency for headline indicator 2.1 and supports the development of methodology, FERM and data interoperability. The CBD Secretariat guides implementation and reporting under the Convention. The Target 2 Road Map coordinates technical work across partners, while the CBD technical and scientific cooperation mechanism and its regional and subregional support centres connect countries with demand-driven assistance.
Technical and implementing organizations, research institutions, Indigenous Peoples and local communities, civil society and restoration practitioners contribute expertise, knowledge, tools and implementation experience across terrestrial, inland water, coastal and marine ecosystems.
