In the context of G20 Call to Action (through the Matera Declaration) for Food Security, and on the occasion of G20 Joint Meeting of Ministers of Foreign Affairs and Development, the Food Coalition is launching a Call for Proposals to mobilize political commitment, technical and financial support for countries affected by COVID-19 pandemic. 

Through this call FAO is inviting the Members to join their efforts and build coalitions across countries and with non-State actors, who have mutual interest in addressing concrete challenges on the ground, around selected priority areas of work. FAO acts as a convener and facilitator through the Food Coalition, bringing countries together, while providing technical and policy assistance support.

All proposals are suggested to be formulated around one or more of the following priority areas of work:

  1. Global Humanitarian Response Plan
  2. Economic Inclusion and Social Protection to Reduce Poverty
  3. Reduction of Food Loss and Waste
  4. Food Systems Transformation

Main requirements

This Call is aimed at FAO Members.
It is built around the principles of multilateralism, multi-stakeholder, country ownership and thematic focus.

The eligibility criteria for the submission of the proposals include that:

  1. presented by at least two countries;
  2. participant countries to suggest at least one non-State actor (e.g. academia, private sector, civil society, etc.) is included in the implementation of the project;
  3. the proposal reflects the need and demand on the ground.

Applicants to indicate how they wish to contribute to the implementation of their proposals and whether they want to provide financial support (partial or total) or/and contribute in-kind through the provision of experts and expertise.

Formulation process

Applicants are expected to submit proposals in the form of a brief Concept Note following the format provided. Applications can be submitted in all six UN official language: English, French, Spanish, Arabic, Chinese and Russian.

Countries wishing to avail themselves of support in preparing their proposal are kindly invited to seek assistance from the Food Coalition Coordination Team by contacting it at [email protected]. Assistance is fully optional and will be organized in response to demand. Proposal preparation and submission by the closing date remains fully the responsibility of applicants.

Appraisal and selection process

The proposals will be appraised by FAO technical units, reviewing:

  1. relevance 
  2. effectiveness 
  3. impact
  4. sustainability
