
Belize joined the Country Led Planning (CLP) process with the Global Forest Observations Initiative (GFOI) in 2026. The aim of the CLP Programme of Support is to build a shared understanding of the CLP approach and identify institutional entry points in order to initiate more structured analytical and planning steps.
Belize has an operational National Forest Monitoring System (NFMS) and measurement, reporting and verification (MRV) programme that supports international and domestic reporting, including REDD+ and United Nations Framework Convention on Climate Change (UNFCCC) requirements. Core technical capacities for forest monitoring, emissions estimation and reporting are in place, and the Forest Department plays a central coordinating role.
Belize benefits from high forest cover, coherent forest data systems and active collaboration with international partners such as the Coalition for Rainforest Nations (CfRN), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), International Union for Conservation of Nature (IUCN), Wildlife Conservation Society (WCS) and Green Climate Fund (GCF). The key strengths of the NFMS include a solid technical foundation, longstanding experience with REDD+ related monitoring, strong engagement of the Forest Department and an extensive network of partners on the ground. Experience with interoperability and participation in international transparency processes has also strengthened national technical capacity.
