FAO Representative a.i. in Uruguay
Pablo Rabczuk is the FAO Representative ad interim in Uruguay, Senior Programme Officer (P-5) at FAO’s Regional Office for Latin America and the Caribbean in Santiago, Chile, where he also serves as Chief of Staff to the Regional Representative and leads the Resource Mobilization Unit.
He has been part of FAO since 2016, with previous assignments in Panama and Rome. Before joining the Organization, he held senior positions in regional and national institutions, including: Deputy Secretary for Cooperation and Technical Assistance at the Latin American Integration Association (ALADI) in Montevideo, Uruguay; Head of the International Cooperation Unit at the General Secretariat of the Andean Community (CAN) in Lima, Peru; and Vice Minister of Trade and Exports in Bolivia.
Rabczuk holds a Master’s degree in International Relations from Tufts University and a Master’s degree in International Trade Negotiations from the University of Barcelona. He earned a Bachelor’s degree in International Economics and a Bachelor’s degree in Political Science from Florida Atlantic University.
Officer-in-Charge and Assistant FAO Representative (Programme)
Gonzalo Kmaid is Officer-in-Charge and Assistant FAO Representative (Programme). He is responsible for the Programme Team in the Representation and for the overall implementation of the Country Programming Framework, providing guidance and technical support to different programmatic initiatives, leading resource mobilization, and liaising with relevant government institutions, other UN agencies, and strategic partners for the implementation of the Country Programme, among other tasks.
Assistant to the FAO Representative
Andrea Canedo has served FAO since 2008 as Assistant to the FAO Representative in Uruguay. She is the Focal Point for the FAO Ombuds Office, acting as facilitator for a respectful workplace, and Alternate Focal Point for Protection from Sexual Exploitation and Abuse.
Liaison and Strategic Processes Specialist on Food and Nutrition Security
Elisa Bandeira is Liaison and Strategic Processes Specialist for Food and Nutrition Security at FAO in Uruguay. Her work focuses on strengthening the Country Programming Framework through the implementation of strategic projects and articulation with various institutional counterparts. She is the Gender Focal Point for the Office.
Liaison and Strategic Processes Specialist on Production and Environment
Juan Pablo Albornoz is Liaison and Strategic Processes Specialist for Production and Environment at FAO in Uruguay. His work focuses on strengthening the Country Programming Framework through project implementation and active participation in resource mobilization processes.
Communications Specialist
Hernán Barceló is Communications Specialist at FAO in Uruguay. He is responsible for FAO’s corporate and internal communications in Uruguay, ensuring coherence and consistency in the Organization’s corporate messages and communication results, as well as coordination with FAO’s Regional Office for Latin America and the Caribbean and with UN agencies in Uruguay.
Assistant FAO Representative (Administration)
Diego Bessio has served as Assistant FAO Representative (Administration) in Uruguay since 2016. He oversees the Office’s administrative management, prepares budgets and reports, monitors activities, and proposes solutions to optimize quality, time, and costs. He supervises accounts and financial commitments, trains staff in administrative and operational matters, and manages office infrastructure.
Human Resources and Recruitment Responsible
Rosina Fynn is Human Resources and Recruitment Responsible at FAO in Uruguay. She has been with FAO since 2019, leading recruitment and hiring processes, ensuring efficiency and transparency in the incorporation of consultants and personnel for strategic projects.
Information Technology Assistant
Darío Briganti, Information Technology Assistant at FAO in Uruguay, provides technical support to users, advice on office software, assistance in videoconferences, management of technological equipment, and support for projects and office activities.
Administrative Assistant
Ana Laura Fernández has been Administrative Assistant at FAO in Uruguay since 2024. She provides support to the Representation in all areas of public service, administration, and finance to ensure efficient office operations. Additionally, she serves as Alternate Gender Focal Point for the Office.
