Innovative continuing professional development

FAO has developed an innovative continuing professional development (CPD) training programme to develop the skills of private sector veterinary paraprofessionals (VPPs) so that they are able to offer sustainable, quality services.

Core to the training is a mind-set switch from ‘fire-fighter treatment of sick animals’ to developing a holistic set of services focused on prevention of disease and improved productivity. This includes vaccination, biosecurity planning, control of parasites, nutritional advice and reproduction services.

Needs-based training

The training programme was developed following a comprehensive needs assessment process that included examination of primary training curricula and participatory research with farmers, VPPs and veterinarians.

Smartphone-based blended learning

As VPP entrepreneurs cannot spend too long away from their businesses the training programme uses a blended learning model that allows VPPs to study alongside their work. Smartphone-based online learning, delivered through FAO’s Virtual Learning Centers, allows VPPs to develop knowledge and network with their peers. This knowledge is then applied in short practical workshops.

Sustainable delivery through local partnerships

FAO has worked with local training institutions to develop and deliver training. Partners adapt content to local contexts and provide face-to-face workshops. The aim is for these partners to develop self-sustaining models for delivery of the CPD programmes and FAO supports capacity development of the organizations.

Mentorship

Each VPP is paired with a veterinarian as a mentor. The mentoring scheme supports the trainee’s development and helps build healthy relationships between veterinarians and VPPs. Developed with partners University of Edinburgh and the Brooke, mentorship has proved to be beneficial for both mentors and mentees, who have mutually benefitted from skills development and additional business opportunities.

Gender-responsive training

The training programme enables women VPPs to actively participate, and training content promotes outreach to women farmers. The needs assessment process identified barriers to women's participation in training, which were addressed through measures such as provision of childcare and smartphone-based learning that accommodated competing work, household and family commitments. The training curriculum also addressed gender-based disadvantages identified within VPP professional settings, for example by including practical training on livestock handling and restraint, strategies to prevent and de-escalate situations of bias and harassment. Training included elements on gender-responsive livestock service delivery to equip all VPPs to provide equitable services to women farmers.
