Signed in June 2018, the Sofia Ministerial Declaration is a common pledge by Black Sea countries to strengthen fisheries governance and regional cooperation, taking decisive action over ten years to ensure the sustainable management of fisheries and the responsible development of aquaculture in the Black Sea.

The Sofia Declaration provides a regional roadmap to restore fish stocks, improve livelihoods, protect marine ecosystems and secure a sustainable future for Black Sea fisheries and aquaculture, with a focus on:

• Enhancing scientific knowledge and data collection, ensuring that fisheries management decisions are based on robust scientific assessments, improved monitoring systems and coordinated regional research efforts;
• Combating illegal, unreported and unregulated (IUU) fishing, through stronger compliance frameworks, improved control and inspection systems, enhanced regional cooperation and implementation of international fisheries agreements;
• Advancing ecosystem-based fisheries management, including the protection of vulnerable species and habitats, the development of multiannual management plans, and the establishment of fisheries restricted areas and marine protected areas;
• Supporting sustainable small-scale fisheries and responsible aquaculture, recognizing their vital role in food security, employment, cultural heritage and the livelihoods of coastal communities across the Black Sea region;
• Strengthening regional solidarity and cooperation, by promoting technical assistance, knowledge sharing, capacity development and coordinated actions among countries and relevant regional organizations.
