
Module 3
LAPs and Subnational Entities
It corresponds to the level of intervention of subnational entities, i.e. Municipal Districts and Indigenous Communities and Territories (ICT) where LAPs seek to promote multipurpose land administration systems.
Intervention levels
This guide contains 5 modules, which allow users to proceed independently of the tool’s own logic. The modules contain numerous external hyperlinks to access a bank of technical documents of the FAO, World Bank and other additional information sources. They also contain internal hyperlinks for navigating between modules or for easy access to the tool’s glossary.
Analysis in terms of municipal governance
In parallel with the evaluation of LAPs, the results and impacts of these programmes as regards the appropriateness of land administration systems and derived impacts can help to strengthen local governance. Based on the UN-Habitat proposal, a proposal has been developed for analysis of local governance in relation to the various indicators in the results grid.
