Module 3
LAPs and Subnational Entities

It corresponds to the level of intervention of subnational entities, i.e. Municipal Districts and Indigenous Communities and Territories (ICT) where LAPs seek to promote multipurpose land administration systems.

Intervention levels

This guide contains 5 modules, which allow users to proceed independently of the tool’s own logic. The modules contain numerous external hyperlinks to access a bank of technical documents of the FAO, World Bank and other additional information sources. They also contain internal hyperlinks for navigating between modules or for easy access to the tool’s glossary.

Aspects to be considered for evaluation at municipality level

When designing, implementing and publishing the results, M&E systems at municipality level should consider the following factors:

  • Instruments for gathering data within institutions
    LAP results are visible at municipal level in a relatively short time (a year). Evaluation instruments and criteria should consequently be stable during each evaluation phase and should not undergo major changes in measurement factors. Surveys of the perceptions of the population should similarly always be carried out at the same times of year since tax collection deadlines, electoral campaigns or other periods can influence citizen perceptions of services or collections.
  • Access and collection of comparable data

  • Ensuring process transparency
    The municipal councils and technicians involved should be familiar with the evaluation instruments and should, as far as possible, participate in their development. Parties involved in development should also agree on the application times and roles of each institution, and should make available and publicize the results obtained.
