Giving rural Women a voice in decision-making |

13 November 2009, Rome - On the eve of a major Hunger Summit, FAO Director-General Jacques Diouf is embarking on a 24-hour public hunger strike to express his solidarity for more than 1 billion people around the world who are suffering from chronic hunger.
Dressed in a tracksuit, overcoat and woolly hat to keep out the cold, he settled into his make-shift room in FAO's Reception Area, equipped with a desk, a sofa and a prayer mat, as surprised staff members headed for the door.

EU Food Facility and FAO
Europe committed to boost agricultural production |

In 2009, the European Union joined FAO in its efforts to turn the tide of growing hunger in the world by boosting agricultural production with massive support for global food security through its ‘Food Facility’.
The ‘Food Facility’ is the EU’s €1 billion response to the food crisis. This two-year initiative aims to help developing countries soften the blow of high food prices and move towards long-term food security.
Over € 200 million ($ 285 million) will be channelled through FAO for operations in twenty-five countries in Africa, Asia and Latin America.

Good Practices in Institution Building FAO to empower rural communities and small producers |

Institution Building is key element in capacity building, which is a core function of FAO. Institutions are a means to empower the poorest, build their capacity to achieve food security and come out of poverty. Through donor funded-projects in developing countries, the Organization gives advice to governments to involve, strengthen and encourage rural institutions and mobilize resources that can improve the livelihoods of community organizations, small farmers, fishers and other small producers in the rural area. FAO warns of humanitarian disaster as a result of shrinking Lake Chad. The agency says the crisis in Lake Chad, which is surrounded by Cameroon, Chad, Niger and Nigeria should be urgently addressed.
According to FAO, the lake, which was once one of the world's largest water bodies, has shrunk by 90 per cent, from 25,000 square kilometers in 1963 to less than 1,500 in 2001.
It says this is due to climate variability, climate change and population pressure.

In June 2009, the Warehouse Receipts Law of the Republic of Serbia was approved. To ensure the successful implementation of the system, the Government of Serbia has required a focused technical assistance programme to elaborate policy directions for the development of the system and train key stakeholders. As a first step, FAO Investment Center agreed with the Serbian Ministry of Agriculture to support and finance a study tour to Bulgaria for key Serbian stakeholders, Bulgaria being one of the countries in the region that has successfully implemented a GWR system.

FAO Investment Center has been involved in providing technical assistance in the area of GWR for more than a decade, under its cooperation with the European Bank for Reconstruction and Development. Its purpose was to present to the participants the experience of the Bulgarian system with special focus on the activities of the National grain Service of Bulgaria which is the licensing and inspection body. The participants were introduced to all components of the system and the management process – licensing, inspection, indemnity fund, operational book keeping of the licensed warehouses. The highlights of the visit included the headquarters of the National Grain Service of Bulgaria and the licensed public warehouses in the cities of Vratza, Popovo and Varna. Bulgaria.

NERICA rice and returnees in Northern Uganda: intertwined stories |

With the prevailing and continuing peace in the northern part of Uganda, more than 1,5 million Internally Displaced Persons or IDPs are expected to return to their original land.
More than 20 years in camps have weakened the farming capacity of displaced farmers and returnees. The government of Uganda has partnered with Japan and FAO in order to bring support to vulnerable groups, anchor them on their ancestral land and help them produce their own food through improved rice based farming systems. Alphonso Oyo is back to his native county, Padibe-East, Kitgum District. At the age of 37, he chairs a 30 member-group of other young farmers, the CAN-ONIANG Group, and animates it with motivation and passion. Solidarity and unity characterize the group. His native language is Acholi. He’s also fluent in English as you will notice further in the interview FAO had with him, where he lives, near the Ugandan-Sudanese border. This is his story.

"Renewed Efforts Against Hunger (REACH)" - ONE UN |

"Renewed Efforts Against Hunger (REACH)" is a multi-agency approach that presents an effective way of operationalising the 'One UN 'concept. It is aimed at building a strong framework for national inter-sectorial and inter-agency synergies, which would in turn provide stronger and more sustainable results in terms of reduction of child hunger and malnutrition. REACH in Mauritania.
Government staff from relevant ministries, UN agencies (UNICEF, FAO, WFP, WHO), and NGOs have been working together to gain a common understanding of the current activities and gaps related to food and nutrition. This has led to increased collaboration at local and national level and enhanced attention to child hunger and undernutrition in the national policy agenda.

New Hunger figures for 2009 |

The current global economic slowdown, which follows - and partly overlaps with - the food and fuel crisis, is at the core of the sharp increase in world hunger. It has reduced incomes and employment opportunities of the poor and significantly lowered their access to food. Recent figures of the FAO Food Outlook indicate a strong world cereal production in 2009, which will only modestly fall short of last year’s record output level of 2 287 million tonnes.

1. According to Kostas Stamoulis(Photo), Director of the Agricultural Development and Economics Division, the estimated increase in the number of hungry people from 2008 to 2009 is 100 million. The food price crisis and the sharp reduction of incomes due to the financial and economic crisis have contributed to this increase.

How to cope with food price increases

Press Conference by FAO Director-General Jacques Diouf to launch immediate action plan
Recent dramatic increases in food and commodity prices are threatening the food security of millions of people in many of the world’s poorest developing countries, especially those which rely heavily on food imports. However, in view of the magnitude of the problem, it is unlikely that national policies alone will be sufficient to protect the poor. Some form of concerted international action is needed.

"Many governments are trying to moderate the impact of high prices through restricting exports or reducing tariffs on imported food", said Mr Jacques Diouf. Rising food prices have sparked social tensions in many parts of the world but could have a positive impact on small farmers' production capacity.
