中国可以在作物多样性和多边合作方面真正发挥全球性的领导作用。
据联合国粮食及农业组织估计，自上世纪初以来，世界已丧失约75%的农业生物多样性。目前，全球已建成种子（质）库约1750座，共收集保存740多万份种质资源，绝大部分以农作物种子为保存对象。
“保种”保的不只是地球上粮农植物遗传资源，它还肩负保护人类社会可持续发展的路径。《粮食与农业植物遗传资源国际条约》于2001年11月3日在联合国粮食及农业组织第三十一届会议上通过。该条约是获取粮食和农业植物生物多样性所有成分及其利益共享的首个全面运作的国际
