The report is a comprehensive review of FAO’s current operations in SIDS, LDCs, and LLDCs. It highlights major results and evidenced-based successful stories and practices achieved in SIDS, LDCs and LLDCs in 2025, will significantly improve the visibility of FAO’s work in these countries. This effort may also generate potential opportunities for strengthening partnership and resource mobilization with FAO’s traditional but also new partners.

The 2026–2027 Action Plan outlines FAO’s commitment to supporting Small Island Developing States (SIDS), Least Developed Countries (LDCs) and Landlocked Developing Countries (LLDCs), grounded in the Organization’s overarching strategic vision and operational framework. Fully aligned with the FAO Strategic Framework 2022–2031, the Action Plan is guided by Priority Programme Areas that shape FAO’s technical and policy interventions across countries and regions.

Despite their critical role in climate action, agrifood systems have not been integrated into just transition policy debates under the UNFCCC, and are rarely included in national just transition plans. But these gaps could be overcome at COP30 if Parties recognise the critical importance of resilient, inclusive agrifood systems transformation for achieving a just transition in their deliberations.
