Capacity Building & Training 

The Commission for Controlling the Desert Locust in the Western Region (CLCPRO) considers the training of managers and field agents to be the main pillar of its regional policy for developing the capacities of its member states. 

During the implementation of the two phases of the EMPRES Program in the Western Region (EMPRES-RO) (2006-2011 and 2014-2017), the "Training" component received special attention both in terms of the programming of regional and national activities, and in terms of the amount of funding allocated to it. Four (04) regional training plans have been drawn up and implemented, for 2007-2009 (PFR I), 2011-2014 (PFR II) and 2015-2018 (PFR III). CLCPRO, the guarantor of the sustainability of the preventive control strategy developed by EMPRES, is continuing its efforts, and a fourth regional training plan, for the period 2019-2022 (PFR IV), was drawn up and validated by CLCPRO member countries at a regional workshop held in Oran, Algeria, from February 4 to 7, 2019. After its implementation, this plan was subject to evaluation and served as a reference during the workshop to develop the fifth regional training plan (PFR V) held in Oran, Algeria, from June 05 to 09, 2023. 

As with previous plans, and in accordance with the training needs expressed by the countries, four categories of training have been selected: 

  • Short-term regional training;  
  • Short-term national training;  
  • Short-term individual training;  
  • Long-term individual training. 

Short regional training courses were, and still are, the foundation that enables CLCPRO to train a sufficient number of competent and qualified trainers whose job it is to provide high-quality cascade training at national level. To this end and taking into consideration various recommendations from CLCPRO and the EMPRES-RO Programme, CLCPRO's Executive Secretariat has developed training modules with a view to standardising the content and teaching methods and resources of regional training courses. 

Six training modules have been prepared. These are training modules on:
