SVDN

In 2009, CLCPRO developed SVDN, an online information system for its 10 member countries, enabling them to take stock of the human and material resources of their National Locust Control Units (UNLA) at any time. It is designed to be regularly updated by the national focal points, in order to keep track of changes in UNLA resources, and therefore of the recurrent costs of preventive control borne by member states' budgets. 

It enables us to anticipate resource shortfalls and sound the alarm in the event of a failure in one of the national systems, so that we can take palliative action to ensure the continuity of preventive action. It is also a tool to help prepare annual surveillance/fighting and preventive control management plans, both for UNLAs and for the regional level (CLCPRO Secretariat), which alone can view data from all countries. It is also an important tool for locust crisis management. 

On the other hand, CLCPRO can use the SVDN to: 

  • Evaluate and communicate to partners at any time the mobilization capacities of the different actors to any locust event that may occur. 

  • Alert all those involved in preventive control in the event of a proven failure in one of the national systems, and immediately seek solutions at national level and, if necessary, at regional level, to ensure the continuation of surveillance and control operations. 

  • Monitor the evolution of recurring expenses and verify their progressive assumption by the States, particularly in the case of frontline countries (Mali, Mauritania, Niger, and Chad). 

In 2015, and at the request of CLCPRO member countries, a second version of SVDN was put online with new functionalities enabling: 

  • Formulate customizable automated queries facilitating the exploitation of information with the presentation of results in different forms (tables, graphs, maps); 

  • Enter the geographical coordinates of infrastructures. 

  • Visualize the application interface in English to make it accessible to Libya and the member countries of the Commission for Controlling the Desert Locust in the Central Region (CRC-16 member countries) and the Southwest Asia Locust Control Commission (SWAC-four member countries). 

The second version of the SVDN was delivered to CLCPRO member countries, then presented and delivered to CRC and SWAC member countries at the Regional Locust Information Officers Workshop, held in Cairo in May 2016. 

During 2020, the CLCPRO Secretariat began the development of the 3rd version of SVDN, to integrate new functionalities and external modules such as Training, the Monitoring & Evaluation System and the Lean Pesticide Stock Management System, making it a complete data information and decision-making platform.
