Commission for Controlling the Desert Locust in the Western Region

Created by presidential decree in 2002, ASAL is a national public institution responsible for designing and implementing Algeria's space policy.
Reporting to the Head of Government, the Agency plays a strategic role in promoting space activities for scientific, technological, and practical purposes.
It has a scientific council and a board of directors comprising 15 ministerial departments.
As a technical partner of CLCPRO, ASAL contributes to the training of technicians in remote sensing and geographic information systems (GIS) and provides satellite data to improve environmental monitoring and mapping of locust-infested areas.

The Arab Maghreb Union (UMA), created in 1989, brings together five Maghreb countries: Algeria, Libya, Morocco, Tunisia, and Mauritania.

Based in Rabat (Morocco), it aims to strengthen fraternal ties, economic cooperation, and the free movement of goods and people between member states.

The CLCPRO collaborates with the AMU to promote regional coordination and Maghreb solidarity in efforts to prevent and combat locust invasions, which threaten food security and the stability of agricultural systems.

CIRAD is the French agricultural research and international cooperation organization for sustainable development in tropical and Mediterranean regions. Created in 1984 under the supervision of the Ministry of Higher Education, Research, and Innovation and the Ministry of Europe and Foreign Affairs, CIRAD mobilizes science, innovation, and training to contribute to the Sustainable Development Goals (SDGs). Together with its partners, CIRAD co-develops knowledge and solutions for resilient agriculture, sustainable food systems, and better protection of biodiversity.

Present in some 50 countries, it relies on a network of more than 1,700 employees and 200 partners worldwide.

In the context of CLCPRO, CIRAD provides scientific and technical expertise in the fields of ecological modeling, locust monitoring, and applied research for the sustainable management of the desert locust.

The CRC is the counterpart of the CLCPRO in the Central Region, covering the countries of the Middle East, northeastern Africa, and the Arabian Peninsula.
It works to promote interregional coordination in desert locust control, pool technical resources, and strengthen national capacities.
The two Commissions collaborate closely within the framework of CLCPRO-CRC interregional cooperation, particularly through the development of joint action plans, the exchange of information on the locust situation, and the preparation of coordinated interventions in the event of a transboundary upsurge.

The French Development Agency (AFD) is a public institution that implements France's development and international solidarity policy. Present in more than 115 countries, it supports projects that contribute to the fight against poverty, ecological transition, and strengthening the resilience of populations to climate change.
As a major financial partner of the CLCPRO, the AFD supports regional initiatives aimed at strengthening sustainable prevention against locust resurgence, in particular through the financing of the Project to strengthen resilience and regional coordination capacities for locust control in the western region.

Created in 1974, the AGRHYMET Regional Center is a specialized institution of the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS).
Based in Niamey, Niger, the Center's main mission is to contribute to food security and sustainable management of natural resources in the Sahel and West Africa.

It provides information, research, and training services in the fields of agroclimatology, hydrology, remote sensing, and plant protection.

As a technical partner of the CLCPRO, AGRHYMET center supports ecological and climate monitoring of locust-infested areas by providing modeling and early warning tools that are essential for regional surveillance.
