Monitoring and Evaluation
In order to maximize the impact of its activities, CLCPRO employs impact-oriented management, which involves guiding the strategy of activities, creating the conditions for critical reflection on actions undertaken, ensuring effective implementation of actions, and developing and implementing a monitoring and evaluation system.
During the first phase of the EMPRES-RO program, an M&E system was developed and validated at a regional workshop held in Nouakchott, Mauritania, in June 2008. On this basis, the EMPRES-RO Steering Committee adopted the following recommendation in December 2008: "National locust control units should henceforth take charge of implementing the Monitoring and Evaluation System, given that they now have the necessary tools to carry out this activity in a harmonized manner".
CLCPRO carried out a diagnostic of the Monitoring and Evaluation System (M&E) set up during the first Phase (2006-2010) of the EMPRES-RO program, with a view to improving it.
It was noted that a remarkable number of tools and mechanisms are in place in the various countries, both in terms of planning and EM. Existing systems are fairly efficient in terms of operational monitoring of activities in the field, in particular the monitoring of survey/fighting operations and locust information. However, they are less effective in terms of coordinating and steering operations methodologically and strategically. A review of the functionality of the ESS shows that it is more a mosaic of juxtaposed elements than a true "system" made up of elements articulated in a complementary and coordinated manner. Also, a harmonized "coding" of activities, results and indicators between countries would enable objective and common verification of performance at regional level.
Subsequently, an improved ESS was produced, with tools partly for use by the UNLAs and partly by the CR/CLCPRO.
