Supporting structural transformation towards a green economy through capacity building

Background and challenges

Morocco's ambition is a structural transformation towards a green, competitive, inclusive, innovative and low-carbon economy. This transition is based on capacity building for national stakeholders in key sectors: agriculture, livestock, fisheries, aquaculture and forestry.

The value chains of these sectors need to evolve to meet the imperatives of sustainability, climate resilience and the creation of local added value. This implies support for public policies, the development of sustainable value chains, plant and animal health, and the emergence of new growth niches.


Priority objectives

  1. Strengthen national capacities to support the transition to a low-carbon green economy.
  2. Support the sustainable and efficient development of agricultural, livestock, fisheries, aquaculture and forestry value chains.
  3. Support the elaboration of sectoral development policies and the removal of structural obstacles to productive development.
  4. Promote climate-smart, innovative and sustainable agricultural practices.
  5. Facilitate the emergence of new sectors with high economic and environmental potential.

Focus areas

  • Support for public policies in favor of the ecological transition and the sustainability of sectors.
  • Capacity-building for agricultural and agrifood sector players in the planning, implementation and monitoring of sector strategies.
  • Support for animal and plant health, with targeted training and participatory approaches such as field schools.
  • Development of local fish markets in line with value-adding and sustainability strategies.
  • Promote sustainable aquaculture, in particular by setting up a demonstration station for fish and shellfish farming.
  • Support for climate-smart agriculture, through training, awareness-raising and experimentation.
  • Support for the creation of high value-added sectors, via agribusiness, agri-logistics, quality labels and carbon accounting.
  • Enhancing the value of promising niches: beekeeping, carob trees, processed fish products, etc.
