Surveillance and Control
A specific approach is needed to monitor changes in the Desert Locust situation and its habitat in order to gather the maximum amount of information as quickly as possible and using the minimum number of resources.
Surveys must be planned according to the locust situation, the ecological conditions on the ground and the risk of populations developing later, requiring further monitoring and possibly treatment.
This requires:
- Collecting information = early detection of local outbreaks
- Transmitting information to the operational unit
- Managing information in real time and planning short-, medium- and long-term monitoring and control operations.

Algiers, 2 February 2025 – The Commission for Controlling the Desert Locust in the Western Region (CLCPRO) and the Algerian Space Agency (ASAL) formalized a strategic partnership through a memorandum of understanding aimed at strengthening the Commission’s capacities in monitoring and preventive management against the risks posed by the Desert Locust using space technologies.
The ceremony, which was held in Algiers, brought together senior officials and institutional partners, including the Secretary General of the Ministry of Agriculture, Rural Development and Fisheries, the representative of the Algerian Agency for International Cooperation for Solidarity and Development, as well as representatives of the United Nations organizations accredited in Algeria.
This partnership marks a significant step forward in the modernization of monitoring and early warning tools for the Desert Locust, a major transboundary pest threatening food security in West and North-West Africa. By integrating satellite imagery and other space technologies into current monitoring systems, CLCPRO and its member countries will benefit from accurate and up-to-date information on environmental conditions that favor the reproduction of locust populations.
For its part, ASAL undertakes to provide CLCPRO with satellite data facilitating the monitoring of areas conducive to the development of the Desert Locust, as well as to support the training of national experts on the use of this information that CLCPRO will integrate into its monitoring and alert mechanisms, thus strengthening the responsiveness of countries to locust threats. For its part, CLCPRO will ensure that ASAL is involved in the various activities related to its field of work.
This agreement is part of the dynamic of innovation and regional cooperation advocated by CLCPRO to improve locust control and guarantee the protection of agricultural resources in member countries.
