粮农组织条约加入仪式将在第四十四届粮农组织大会期间（2025年6月28日至7月4日）在粮农组织总部举行。

此次仪式将重点介绍成员国根据《粮农组织章程》第 XIV 条通过的17项条约。这些条约是粮农组织规范工作的重要组成部分，此次仪式将为成员国提供一个契机，重申其对粮农组织在动物卫生、渔业和捕捞、沙漠蝗虫防治以及植物保护等关键领域的工作和职责的承诺。

成员国将有机会直接亲自向总干事交存其尚未成为缔约方的《第 XIV 条条约》的的批准书、加入书、接受书、核准书或遵行书。

由于条约仪式并非签署文书的仪式，因此成员国无需在仪式前提交全权证书，除非签署相关文书需要全权证书，法律顾问的技术说明对此作了更详细的说明。

粮农组织是否为参加仪式的旅行提供支持？

Does the Treaty Ceremony envisage or require any action from a Member who is already a Contracting Party to one of the Article XIV Treaties, in relation to that Treaty?

No. No action is needed or required from Members with respect to Article XIV Treaties to which they are already Contracting Parties.

The Treaty Ceremony will focus on the deposit of new instruments. As such, it will provide an opportunity for Members to deposit instruments of ratification, accession, acceptance, approval or adherence with the Director-General, in person, in relation to Article XIV Treaties to which they are not Contracting Parties yet and which they are eligible to, and wish to, join.

How does the Treaty Ceremony differ from the usual process for depositing instruments of ratification, accession, acceptance, approval or adherence to the Article XIV Treaties?

The Treaty Ceremony provides a unique occasion for Members who wish to deposit an instrument of ratification, accession, acceptance, approval or adherence to any of the Article XIV Treaties, as they will be able to do so directly with the Director-General, in person, during the context of the 44th Session of the Conference, in the broader context of the 80th Anniversary of FAO.

However, there is no substantive difference between depositing an instrument at the Treaty Ceremony and doing so through the standard process for the deposit of instruments.

What if a Member wishes to begin the process towards its acceptance of any of the Article XIV Treaties but is mindful that such process will not be completed in time to allow its participation in the Treaty Ceremony?

Members wishing to join any of the Article XIV Treaties are encouraged to begin their relevant internal process, regardless of whether such process will be completed in time for the Treaty Ceremony. Should the process not be completed on time for the Treaty Ceremony, the deposit will take place outside of the context of the Treaty Ceremony, through the standard process for the deposit of instruments.
