Overview

Compliance Procedures under the Treaty have the objective to promote compliance with all the provisions of the Treaty and to address issues of non-compliance. They include monitoring, offering advice or assistance, including legal advice or legal assistance, when needed and requested, in particular to developing countries and countries with economies in transition.

In order to facilitate reporting by Contracting Parties and monitoring of the implementation of the Treaty, the Governing Body approved a voluntary Standard Reporting Format and requested the Secretary to make the Online Reporting System available online, so as to streamline the reporting process.

The Governing Body also established the Compliance Committee to promote compliance and address issues of non-compliance.

Online Reporting System

The Compliance Procedures require each Contracting Party to submit to the Compliance Committee, through the Secretary, a report on the measures it has taken to implement its obligations under the International Treaty. The first such report was due in October 2016 (later extended by the Governing Body to 1 October 2018 for those Contracting Parties that had not yet submitted their reports). The second reports are due in October 2024. All reports are published online and considered by the Compliance Committee for its reporting to the Governing Body.

The submission of such national reports is facilitated through the Online Reporting System (ORS). Following the guidance received, the Secretariat has issued several notifications inviting those Contracting Parties that have not yet reported to submit their national report.
