Codex standards and regional committees key to FAO COVID-19 response on trade and food safety

Outgoing DG Azevêdo strengthened Codex-WTO collaboration

Roberto Azevêdo was the sixth Director-General of the World Trade Organization (WTO), serving from September 2013. In May 2020 he announced that he would be stepping down on 31 August of this year. 食典成员赞同召开食品法典委员会大会虚拟会议

食典委第43届大会(CAC43)虚拟会议决定权在食品法典成员手中

今天,食品法典各成员受邀赞同召开食品法典委员会大会第一届虚拟会议。自COVID-19疫情爆发以来,食品法典各附属委员会被迫取消本年度全部实体会议。有鉴于此,食品法典秘书处同食典委主席、副主席、各附属委员会主席、以及各东道国积极开展行动,确保工作持续进行。得益于食品法典各成员的支持,各附属机构的电子工作组持续运转,执行委员会第79届会议(CCEXEC79)虚拟会议也于7月圆满闭幕。以上成功经验,连同粮农组织(FAO)和世界卫生组织(WHO)法律办公室的咨询建议,为第43届食典委大会虚拟会议提议铺平了道路。 但根据《食品法典议事规则》,召开虚拟会议则意味着须中止部分规则,如会议召开地、决议方式、是否举行选举等议题的相关规则。而各成员同意召开食典委大会虚拟会议,则被默认为同意中止部分规则。食品法典秘书长Tom Heilandt表示:“为确保大会能以虚拟形式召开,必须中止某些规则,比如会议必须在罗马或日内瓦召开(分别为FAO和WHO总部),还有诸如主席、副主席选举的规则,若在虚拟会议中实施,会存在诸多困难。”但同时,Heilandt也承认,如果疫情持续,下一年度的实体会议依旧无法召开,那么在虚拟会议上投票或须另寻他法。 中止规则需三分之二食品法典成员同意确认。换言之,未来数周内,至少需126名食品法典成员对召开CAC43虚拟会议的请求做出正面的回应。食典委主席Guilherme da Costa认为:“这确实是个难题,但我确信,尽管疫情当前,食品法典全体成员仍将直面挑战,确保食品法典标准制订的重要工作可持续开展。” 2020年7月28日的网络研讨会不仅确定了以虚拟形式召开食典委大会的总体意向,还强调要出台清晰的指导意见,以便各方有效参会。当前,食典秘书处正制定该指导意见,同时对在近日网络研讨会上提出问题公布了答复。 为将同意召开CAC43虚拟会议的意见记录在案,食品法典成员须登录食品法典网站,并遵照说明完成背书。成员中未收到食典秘书处相关信函者、遗忘食品法典网站受密码保护部分的访问凭据者、或遇到其它任何问题者,应尽早联系食典秘书处([email protected])。“各成员须马上行动,确保大会可以虚拟形式召开,以实践证明食品法典兼具灵活性、驱动力,可适应各类不断变化又富于挑战的环境。”Tom Heilandt谈起近日食品法典网络研讨会上提出的《致全体成员行动号召书》时如是说。 了解更多 CAC43网页 食品法典(Codex)计划召开虚拟食典委大会 关于全球大流行期间推进全球标准制定的食品法典网络研讨会问题与解答 虚拟会议参会建议
